A bill spearheaded by a Nevada Congresswoman to repeal changes made to tax deduction limits for gamblers by the One Big Beautiful Bill (OBBB) continues to gain support. Dina Titus announced that her FAIR BET Act gained the support of two more Democratic colleagues and a Republican.

Bipartisan Support For Gambling Tax Deduction Bill
Democratic Representatives Darren Soto (D-Florida) and Chris Deluzio (D-Pennsylvania) joined Dina Titus's growing coalition to repeal changes to gambling tax deduction limits imposed by the OBBB. Titus announced the new support for her bill on X this past Monday.
🚨 FAIR BET Act update!@RepDeluzio and @RepDarrenSoto have signed on. I’ll keep pushing this bipartisan fix through Congress.
— Dina Titus (@repdinatitus) July 21, 2025
Shortly after that announcement on X, Titus tweeted out that Pennsylvania's Guy Reschenthaler had also agreed to support her bill.
The Representative for Nevada's bill can now count on the support of six Democrats - seven when you count Titus herself - and four Republicans. Titus's bill is called the Fair Accounting for Income Realized from Betting Earnings Taxation (FAIR BET) Act.
Here is the list of supporters for Titus's bill:
- Guy Reschenthaler (R-Pennsylvania)
- Darren Soto (D-Florida)
- Chris Deluzio (D-Pennsylvania)
- Susie Lee (D-Nevada)
- Gil Cisneros (D-California)
- Steven Horsford (D- Nevada)
- Jeff Van Drew (R-New Jersey)
- Mark Amodei (R-Nevada)
- Troy Nehls (R-Texas)
- Ro Khanna (D-California)
Under the OBBB, the tax deduction for gambling losses was reduced from 100% to 90%. A change that surprised and infuriated gamblers who are now set to lose income come tax time.
A gambler who has won $10,000 in a year but also lost $10,000 would owe no taxes at the end of the year, with losses effectively nullifying any wins. With the revision made to the tax code by the OBBB, that same gambler, winning and losing the same amount, would owe an additional $1,000 in taxes, despite gaining no real income.
It's an unfair change that Titus and her co-sponsors from both sides of the political spectrum are looking to change.

Taxing The Gamblers
Taxing gamblers and the gambling industry is in vogue right now, across the US. State after state has steadily increased the tax rate on gambling since the legalization of sports gambling in 2018.
| State | Previous Rate | New Rate |
|---|---|---|
| Illinois | 15% | 40% |
| New Jersey | 13% | 19.75% |
| Ohio | 10% | 20% |
Illinois took its tax increases further by adding a $0.25 to $0.50 fee for sportsbooks on every bet made in the state, effectively quadrupling the state's tax rate to 60%.
Titus's efforts might eventually fall on deaf ears. The Democratic Representative's FAIR BET Act must make its way through the Republican controlled House. A House that passed the OBBB in the first place.
As we've seen with the example of a few states, passing tax increases on to gamblers is common. It's seen as an operational cost for allowing the industry to grow so rapidly since the fall of the Professional and Amateur Sports Protection Act (PASPA).
It's not clear that a Republican-controlled House would welcome changes to a bill that affects an admittedly small portion of the population. But with growing support, specifically from colleagues in the GOP, Titus's bill could change that negative outlook.
